On the afternoon of 21st December, 2015, Zhang Zefeng, deputy secretary of Shijiazhuang Municipal Party Committee and major leaders of districts and counties under his jurisdiction, over 30 people in total, came to South-Central Hebei Road-Railway Intermodal Smart Port project for inspection of project planning and construction conditions. They were accompanied by Yang Guofang, secretary of Gaoyi County Party Committee, county mayor Peng Jingjie, chairman of Yibo Foundation Group Liu Ruiling, general manager of the group Liu Yinpeng and other major leaders of Gaoyi County.
During the inspection, chairman Liu Ruiling introduced the development plan and progress of the project in detail and had an in-depth conversation with deputy secretary Zhang Zefeng on the location advantages and development prospects of the project. Deputy secretary Zhang stated that South-Central Hebei Road-Railway Intermodal Smart Port project of Yibo closely kept up the pace with the Beijing-Tianjin-Hebei coordinative development. With scientific and rational functional planning, this project, by taking the opportunity of diverting logistics function of Beijing, developed a three-dimensional logistics industry with effective connection of road-railway, sea-railway and air-railway intermodal transportation, promoting the upgrading of industrial restructuring and economic transformation in our city.
Deputy secretary Zhang indicated that all districts and counties should learn from and help each other to promote a smooth progress of the project. At the same time, the group must also overcome difficulties and build the project into a new benchmark in the logistics industry of our province.
South-Central Hebei Road-Railway Intermodal Smart Port of Yibo Foundation Group, located on the west side of Gaoyi Station of Beijing-Guangzhou railway line, with a total investment of 5.2 billion RMB and a planned area of 3,000 mu(200 ha), would be built into an integrated intelligent logistics port with six functions, i.e. road-railway intermodal hub (including international multimodal), supply-chain finance, cloud computing center, bonded center of cross-border e-commerce, circulation processing service and intelligent storage.
The project construction is divided into three phases, starting from September of 2015 to the end of 2019. In the first phase, it was supposed to complete the construction of special railway line, railway port operating area, road-railway intermodal area, container yard, parking area for small vehicles, large industrial products area, large agricultural products area, highway port service area and some of supplementary service areas. In the second phase, it was planned to complete the building of express logistics area, bonded area of cross-border e-commerce, transfer base for North China automobiles, food and drug cold-chain area, bulk goods distribution area and circulation processing area. In the third phase, it was supposed to finish the construction of cloud computing center, business and financial area, e-commerce incubation area and some supplementary service areas, as well as road planting and closing works.
