He said that at present, the special railway line for the Smart Port project has passed the acceptance and obtained the qualifications for railway operation. The basic construction of relevant supporting facilities has been completed, and the conditions for the opening of the China Railway Express have been fully met. The second phase of the project mainly includes the construction of road ports, cold chain logistics, and e-commerce logistics parks. After the completion of the project, a synergistic effect will be formed with the railway port, and the “one-ticket-to-final” function of multimodal transport will be initially implemented. At present, the second-phase project will urgently need to be partially accounted for. To balance the indicators, we hope the government can coordinate relevant departments to solve them. On the issue of opening the China Railway Express, Smart Port and China Railway Containers Corporation applied for a railway transportation line from Shijiazhuang to Europe. The preliminary decision made on June 29th Gaoyi Station was the first station to be sent to Russia’s first China Railway Express. It is hoped that the provincial Party committee and the provincial government will give policy support. In order to build a railway port hub with customs and commodity inspection functions, the South-central Hebei Smart Port hopes that the provincial party committee and the provincial government will support the construction of Shijiazhuang railway ports based on the South-central Hebei Smart Port, and promote the establishment of related functions port such as automobile complete vehicles, cold and fresh products, wood, etc.
County Party Secretary Peng Jingjie stated that the South-central Hebei Smart Port is a major pillar county project in Gaoyi County and a leading project for modern trade logistics. The Smart Port has three characteristics. First, the project is a major project in Gaoyi County that implements the “cage-for-cage change”; secondly, this project is a major project introduced by Gaoyi County in order to seize opportunities for coordinated development of Beijing, Tianjin, and Hebei; Third, this project is a major project supporting the development of “2+2” industries in Gaoyi County.

In Shijiazhuang, where there are no borders, no sea, no riverside, doing a good job of the project requires doubled efforts and innovative spirit. We need to integrate various policies and resources; we must actively implement the decision-making and deployment of the provincial party committee, innovation and development, transformation and upgrading, and optimization.
